I have a stupid question, if a 968 comes from the factoy with LSD, does it automatically have M030 handling package?

no - in both directions - LSD does not necessarily mean you have M030 (in fact, usually not) and M030 does not mean you have LSD (though usually you do)
while they were commonly found together, they are seperate packages and you may well find one without the other
